Pakistan Heveli Operation and Maintenance Project Completes Sixth COD Year ACT Test of Combined Cycle Unit

At 16:00 on July 27th, the output test (ACT) for the sixth COD year of the Combined Cycle Unit at the Pakistan Haveli O&M Project was successfully completed. The entire test was conducted under the supervision of the Central Power Purchasing Agency (CPPA), the National Power Construction Corporation (NPCC), and the National Transmission and Despatch Company (NTDC) of Pakistan. The final output test result, confirmed by CPPA, NPCC, NTDC, the owner (NPPMCL), and the operations and maintenance party (SEPCOIII), was 1180.498 MW, which exceeds the 1178.9 MW agreed upon in the PPA and the operations and maintenance contract.

The Haveli 1230MW Combined Gas Cycle Power Plant Project in Pakistan is a key gas-fired power generation project in the country. It employs GE’s 9HA-class combined cycle gas turbine units in a "two-on-one" configuration. According to the requirements of the National Power Construction Corporation (NPCC) of Pakistan, June and July are designated as the performance demonstration period for this year. The annual output test followed a 72H+6H model: a continuous full-load operation for 72 hours before the official test, witnessed by representatives from CPPA and NPCC, who recorded data during a continuous full-load operation for the subsequent 6 hours. During the entire 78-hour performance test period, no manual load adjustments were allowed; otherwise, the test would be deemed a failure. Given that this period coincided with the high temperatures of summer, the timeline was tight, and the task was challenging. To ensure the successful completion of this year’s unit output test, the project department established a test leadership group. Before the ACT test, they repeatedly discussed the test procedures with the owner, developed the output test plan and work schedule for the combined cycle unit, and mobilized on-site personnel in advance to conduct a comprehensive inspection of the unit for potential issues and to eliminate any defects. The project’s test personnel meticulously checked the accuracy of various data collection and test equipment, repeatedly analyzed operating parameters, refined the test plan, and supervised the technical personnel during the test. Through the joint efforts of the test leadership group and all departments, the performance test team successfully completed all preparations for the performance test.

At 9:00 on July 27th, after the unit had been operating at full load for 72 hours, Mr. Malik Sajid Jamil, Technical Manager of CPPA, along with Amir, Deputy Technical Manager of CPPA, Mr. Taswer Abbas, Operations Manager of NPCC, and NTDC supervisory personnel, arrived on site to inspect the recent operational data curves and the calibration certificates of the meters. Data collection officially began at 10:00 AM and concluded at 4:00 PM. Subsequently, CPPA personnel verified the data collection results and calculations, confirming that the test results met the contractual requirements.

This year’s performance test results for output, availability, and heat consumption all met the contractual requirements, marking the successful conclusion of the sixth COD year. This achievement is of great significance for the fulfillment of the entire operations and maintenance contract. During the test period, the project test team approached every detail with a rigorous and responsible attitude, and their excellent professional skills earned high praise from the owner.
